This is a significant investment in the community aimed at addressing safety concerns identified in a five-year review showing a troubling statistic: 35% of crashes and 65% of fatalities on West Texas Street occurred between First Street and Pennsylvania Avenue.

Funding Breakdown and Project Goals

The funding for this extensive project comes from multiple sources, including:

  • $600,000 from Measure P
  • $300,000 from the Solid Waste fund
  • $345,000 from the state Senate Bill 1 road fund
  • $1.37 million from Regional Transportation Impact Fee funding
  • $284,530 from the Intergovernmental Loan Fund for broadband
  • $459,530 transferred to the Streets Capital Project Fund

This project aligns with the city’s Complete Streets goals, which focus on creating safe, accessible, and efficient roadways for all users, including pedestrians, cyclists, and motorists.

Proposed Improvements to the Corridor

Among the enhancements planned for West Texas Street are:

  • Upgraded traffic signals
  • Safer sidewalks and pedestrian crossings
  • Updated signage and lane markings
  • Improved access to transit and local businesses

Specific improvements will include the addition of separated bikeways, widened sidewalks with landscaped buffers, two new marked crossings—one including a new traffic signal at Second Street and another with a rectangular rapid flashing beacon near First Street. Furthermore, a raised center median will be installed between First Street and Pennsylvania Avenue. This center median is expected to prohibit left turns, enhancing both safety and traffic flow.

Throughout the construction period, residents and commuters should be prepared for phased street closures and temporary restrictions on driveway access. The construction will be carried out on weekdays, from 7 a.m. to 5 p.m.

Despite the disruption, businesses along the corridor are expected to remain open during the construction effort. Traffic control devices and flaggers will be deployed to assist drivers with detour routes and inform them of driveway access points.
