The Texas Historical Commission (THC) generally favors the removal of such coatings to allow the original materials to be showcased. However, Brantley noted that it is essential to research the rationale behind the initial application of the parge coat before proceeding with its removal. Failure to take this precaution could potentially damage the underlying stone, raising concerns about the structural integrity and historical value of the building.
If testing reveals that removing the coat would detrimentally affect the stone, comprehensive documentation may be necessary to convince the THC that leaving the parge coat intact is a more suitable option. This cautious approach aims to balance historical preservation with the project’s goals.
Anticipation surrounds the rebid documents for the rehabilitation project, which are expected to be finalized by early August, signaling further progress in the restoration efforts.
However, concerns arose during the discussions when Pct. 3 Commissioner Gary Lee Wright pointed out the removal of a vent fan from the design plans. He emphasized the importance of proper ventilation and its impact on the health and safety of animals within the facility. Rico acknowledged the concern and promised to investigate the status of the vent fan design to ensure adequate measures are being taken.
Both project updates served as informational briefings, with no formal actions taken by the court during this meeting. The updates reflect the commitment of the Refugio County Commissioners Court to maintaining transparency and keeping the public informed about key infrastructure initiatives that are essential for community welfare.
