Residents of North Port have voiced their concerns about the commission’s intent to pursue alternative funding sources despite overwhelming dissent from the community. The lack of voter consent raises significant trust issues between the residents and the commission, according to local community members. The necessity for public approval for city borrowing, a historical requirement put in place by the General Development Corp, complicates the city’s borrowing process further, as it has become evident that funding these vital projects would require rethinking how to approach financing.

In light of the rejection at the polls, the City Commission is considering proposals from Florida Development Solutions, LLC. This potential solution includes financing methodologies that would not require voter approval, such as lease-back agreements or certificates of participation (COPs). The cost estimation for the sewer project alone is currently around $17 million, presenting a significant financial burden on the city. Additionally, the proposed solid waste transfer station is anticipated to cost approximately $12.5 million, although the city has already managed to save up $2.5 million toward this construction. The police station project is projected to be the most expensive of all, with an estimated cost of around $122.7 million, which raises concerns regarding the affordability and financial planning necessary for its execution.

City Commissioner Demetrius Petrow has indicated the urgency of prioritizing the sewer project, noting the potential for hefty daily fines of up to $1,000 from the DEP if action is not taken swiftly. Furthermore, Vice Mayor Pete Emrich has suggested that competition among various financing proposals might drive down costs, thus alleviating some fiscal pressure on the city’s budget.

The City Commission has unanimously agreed to utilize a $15,000 check from Florida Development Solutions for a more thorough evaluation of the financing proposal. Alongside this, the Commission has also decided to work with bond counsel and financial advisors to further explore funding options specifically related to the solid waste transfer station.

As discussions proceed, it has become increasingly clear that a projected increase of approximately 20% in property tax rates may be necessary to support the financing of the police station—an outcome that has caused unease among some commissioners. The areas identified for projected growth in North Port predominantly include Activity Center 6 and Activity Center 10, where water and sewer infrastructure is expected to be expanded to accommodate future development.
