The Chicago City Council has approved a significant funding initiative of $127 million for the redevelopment of LeClaire Courts in Garfield Ridge. This first phase will include two six-story buildings with housing units, a childcare facility, fitness center, and retail space. The new community aims to provide approximately 700 housing units, with a commitment to affordable living options. The redevelopment project also emphasizes community engagement and sustainability, reflecting the needs of local residents.
The Chicago City Council officially approved funding for the first phase of the extensive LeClaire Courts redevelopment on July 3, 2025, placing a significant step towards revitalizing the Garfield Ridge neighborhood. With an investment totaling $127 million, this initiative aims to transform a former public housing site into a vibrant residential community.
The redevelopment project is situated at 4458 South Cicero Avenue, on land that was previously home to the LeClaire Courts public housing project, demolished in 2011. Plans for this overhaul have been in the works for several years, gaining prior approvals from the city.
The redevelopment is spearheaded by The Habitat Company, collaborating closely with Cabrera Capital. The project is set to unfold in phases, with the first phase concentrating on constructing two six-story buildings between West 44th and 45th Streets along Cicero Avenue. These buildings will be unified by a inviting central plaza designed to foster a sense of community.
These two buildings will accommodate a total of 183 apartments, featuring a variety of layouts including studio, one-, two-, and three-bedroom options. Notably, approximately 90% of these units will be classified as long-term affordable housing, aided by Chicago Housing Authority (CHA) vouchers, while the remaining 10% will be offered at market rates. This mix aims to create a balanced and inclusive community.
The northern building will house a comprehensive childcare facility, a fitness center, and a community room on the ground floor, along with 110 residential units. Meanwhile, the southern structure will provide over 2,000 square feet of retail space, promoting local business, alongside 73 residential units.
The architectural plans feature a contemporary design using a combination of multi-toned brick, decorative metal panels, and artwork murals, all aimed at enhancing the aesthetic appeal of the neighborhood. A 123-vehicle parking lot will also be constructed at the rear, supporting future phases of the redevelopment.
The financial backing for this first phase is a mix of construction loans, contributions from the CHA, additional loans, Tax Increment Financing (TIF) support, and Low-Income Housing Tax Credits. This multifaceted funding strategy underscores the commitment to reinvigorating Garfield Ridge through sustainable housing solutions.
With permits already submitted, the project team anticipates breaking ground later in 2025. The general contractor for this undertaking will be The George Sollitt Construction Company. Extensive community input and discussions have shaped this project, ensuring that it aligns with the needs and expectations of local residents.
The overall redevelopment of LeClaire Courts aims to provide a total of 700 housing units across a sprawling 32 acres of former public housing land. This long-term ambition reflects the Chicago Housing Authority’s determination to improve housing options and quality within the area.
