Dubuque is experiencing a notable surge in construction activity, with a significant increase in building permits reflective of private investment in the community. A rise in construction value is evident, driven by substantial projects like the expansion of the Dubuque Regional Airport and the planned affordable housing developments. As the city addresses housing shortages and enhances infrastructure, these initiatives signal a promising economic future. The Greater Dubuque Development Corp. aims for $1 billion in cumulative construction, showcasing the area’s vibrant growth potential.
The city of Dubuque, Iowa, is experiencing a significant construction boom in 2025, marked by an impressive surge in building permits and major projects that signal increasing private investments. In just the first half of the year, the total number of building permits issued has reached 872, showcasing an increase from 803 during the same timeframe in 2024.
The construction value associated with these permits has also escalated, totaling approximately $89.8 million in 2025, compared to $81.7 million in the first half of 2024. This growth is a strong indicator that the city’s construction office is experiencing a productive year, having exceeded its budget expectations.
Key construction projects currently underway include developments at the Dubuque Regional Airport and significant expansions at the University of Dubuque. One notable project is the construction of a new hangar for the Edward Babka Aviation Learning Center, which has been granted the largest permit so far in 2025 at $9.92 million. This new 43,000-square-foot facility is designed to accommodate a growing number of aviation students, particularly amid a national pilot shortage, with the university’s student population nearly doubling since 2022. The upgraded center will boast enhanced learning spaces, office areas, student-instructor briefing zones, and advanced simulation technologies.
Another major undertaking is the $8.3 million expansion of an Alliant Energy power substation at 1853 Finley Street, which is set to be completed by mid to late 2026. Additionally, a $5.78 million mechanical upgrade project at Irving Elementary School aims to modernize plumbing and add air-conditioning, significantly improving the learning environment for students.
Residential projects also contribute to the surge in construction. In 2025, there has been a noticeable uptick in larger residential projects, complementing the typical minor residential permits. The city has ambitious plans for new housing developments, including a notable $55.1 million affordable housing project at 2660 Kerper Boulevard, which is expected to be completed by fall 2026. This initiative aims to help meet the ongoing housing demand within the community.
Additionally, Callahan Construction is planning to build a complex of 180 market-rate apartments at 380 Cedar Cross Road, which is still pending a development agreement with the city. This project is anticipated to involve over $20 million in private investment. The Cedar Cross apartment complex will not only offer 286 parking spaces but also include various amenities such as a fitness center and dog park, aiming to attract workforce tenants and meet community housing needs.
Overall, Rick Dickinson from the Greater Dubuque Development Corporation highlighted that Dubuque’s economy is now more diversified than it has been in the last 40 years. The corporation has set a goal for Dubuque County to achieve $1 billion in cumulative commercial and residential construction within a five-year timeframe. As of now, nearly $875 million has been achieved in only the last three years.
