Construction underway at The Chester at Westlake, a seven-story mixed-use apartment building in Daly City's Westlake District.
Daly City, California, September 7, 2025
Work is underway on The Chester at Westlake, a seven-story mixed-use apartment building at 99 Southgate Avenue in Daly City. The project will deliver 214 apartments above a two-story concrete podium garage on a 1.93-acre site, plus roughly 10,000 sq ft of ground-floor retail. The building will feature varied facade materials, private balconies for most units, and over 13,000 sq ft of shared amenities including a fitness center, co-working space, landscaped courtyards and a rooftop sky lounge. Developers say the project will add market-rate housing and street-level retail to the Westlake neighborhood.
The Chester at Westlake has officially started construction at 99 Southgate Avenue in Daly City. The new development is a seven‑story, podium‑style apartment building that will deliver 214 housing units, about 10,000 square feet of ground‑floor retail and a multi‑level parking garage. The project is scheduled to open as early as winter 2027.
Construction crews are on site at a 1.93‑acre parcel in the Westlake District, between the Westlake Shopping Center and the Westlake Village Apartments. This is the first new mixed‑use apartment community to move forward in Daly City in roughly 15 years and marks the first major predominantly market‑rate apartment development there in the same span.
The building will rise to roughly 85 feet tall and include more than 350,000 square feet of total floor area, with about 250,000 square feet dedicated to housing. A two‑story concrete podium garage will sit under the residential floors. The garage is planned to hold 288 cars, giving an apartment unit to parking space ratio of 1 to 1.35.
The 214 apartments will include studios and one‑, two‑ and three‑bedroom units. More than two‑thirds of the units will have a private balcony or terrace. Shared resident spaces are designed to include a fitness center, yoga room, co‑working space, a communal bar, two landscaped courtyards and a rooftop sky lounge. Reports list more than 13,000 square feet of amenity space.
Street‑level retail is planned across nearly 10,000 square feet, aimed at serving residents and the neighborhood. Parking occupies a significant portion of the building interior — roughly 28 percent of the square footage is devoted to car storage, according to project figures. The site’s transit connections are highlighted as well, with bus or bicycle trips to Daly City BART estimated at about eight minutes, and nearby local bus routes serving the immediate area.
The design approach shows a contemporary podium building with varied facade materials intended to break up massing, including fiber cement panels, siding, board‑formed concrete and stucco. The project architect is BDE Architecture, landscape work is handled by JETT, civil engineering by Kimley‑Horn, interior design by Vida Design, and the general contractor is Palisade Builders.
The Chester is a joint development between Kimco Realty and Bozzuto, with Bozzuto serving as the lead developer. Kimco has long managed the adjacent shopping center. Construction financing is provided by J.P. Morgan. This project is the second partnership between the two developers following an earlier joint venture.
The Westlake site borders an historic shopping center first built in the mid‑20th century. Nearby, a separate redevelopment effort has been delivering deeply affordable apartments on a different site in Daly City, converting older public housing into new homes in multiple phases. That program has produced and is planning hundreds of new affordable units, including a childcare center tied to one phase.
The project has sparked discussion about parking and car use because of the large portion of interior space devoted to parking. Some observers note that Daly City has strong transit ridership metrics compared with many other cities, but local travel patterns also show that many residents continue to rely on private vehicles. The balance between parking supply, traffic, and neighborhood impacts is likely to be a continuing topic as construction progresses.
Work on the concrete podium and the garage structure is already underway. Above‑grade framing and facade work will follow, with the overall target for completion and opening set for winter 2027, contingent on construction pacing and permitting as the project proceeds.
Project materials and site illustrations were prepared as part of the approved plan set. The site map and conceptual images describe the layout and material palette for the building and podium garage. Additional public records and project filings provide further technical detail for those seeking deeper information.
The site is being developed as a seven‑story mixed‑use apartment building with 214 units, ground‑floor retail space and a two‑story concrete podium parking garage.
Construction began in 2025, and the project is scheduled to open as early as winter 2027, subject to construction timing and approvals.
The garage will have 288 parking spaces, producing a ratio of about 1.35 parking spaces per apartment unit.
The development is a joint venture between Kimco Realty and Bozzuto, with Bozzuto acting as lead developer.
Amenities include a fitness room, yoga space, co‑working area, communal bar, two landscaped courtyards and a rooftop sky lounge, totaling over 13,000 square feet of shared space.
The site is close to local bus routes and is about an eight‑minute bus or bicycle trip to Daly City BART station, providing regional transit options.
