Construction and waste sector moves: RapidWorks names new president, Collective expands in Calgary, and City of Calgary changes pickup rules and fees
RapidWorks appointed Matt DePaolis as president, Collective Waste Solutions has purchased all assets of Fin‑Wall Site Services, and The City of Calgary will be adjusting recycling, organics and waste pick up in some areas while also cutting the monthly blue cart charge under Extended Producer Responsibility rules. These three developments affect software and service providers in heavy equipment and waste management, commercial waste operations in Calgary, and household recycling fees for local residents.
RapidWorks expands leadership and software reach
RapidWorks appointed Matt DePaolis as president following an acquisition intended to broaden the company’s market and technology footprint in waste and recycling. The move follows RapidWorks’ acquisition of CRO Software to expand capabilities and market reach in waste management and recycling technology. The acquisition brings into RapidWorks a Calgary-based provider of waste and recycling industry software and supports RapidWorks’ stated aim to serve heavy equipment service providers across multiple verticals, including concrete pumping, crane services, waste management and recycling.
RapidWorks is a Boston-based provider of field management solutions for heavy construction equipment service providers. RapidWorks says it is accelerating its mission to serve all heavy equipment service providers across multiple verticals, including concrete pumping, crane services, waste management and recycling. RapidWorks said the company has an expanded product portfolio and a dedicated team, and is building a stronger foundation to deliver greater value for heavy equipment service providers worldwide. RapidWorks CEO Tim Curran noted that in his two years as CEO the company tripled in size and described Matt DePaolis’ addition to the leadership team as a key step in scaling the company to meet the needs of a growing customer base.
Matt DePaolis began his career as a software engineer, then moved into the field to work as a general contractor building homes. He later joined Vela Systems, which was later acquired by Autodesk. Most recently, DePaolis was president of Repsly, a retail software-as-a-service company serving both field teams and back-office operations. According to RapidWorks, DePaolis led Repsly through a period of rapid growth and strengthened product, customer service and operational execution, which culminated in Repsly’s acquisition by Cuadrilla Capital earlier this year. DePaolis expressed enthusiasm about joining RapidWorks and pointed to his contractor experience as informing a focus on practical solutions for customers.

Commercial waste consolidation: Collective Waste Solutions acquires Fin‑Wall
Collective Waste Solutions has purchased all assets of Fin‑Wall Site Services, strengthening its position in the commercial waste sector in Calgary. Fin‑Wall Site Services has provided commercial and construction waste management services in Calgary since 1989. The acquisition supports Collective’s continued growth in partnership with MWM Environmental and leads to the rebranding of Fin‑Wall operations under Collective Waste Solutions Inc.
The former owner, Stephen G. Brown, indicated the transition brings Fin‑Wall into a new phase under different ownership and brand, and said a refreshed fleet and larger team should offer employees more opportunities and customers more reliable service. Collective Waste Solutions CEO Jim MacPherson said the acquisition helps advance the company’s goal of building a fully integrated, independent waste company in Western Canada.
The transaction was supported by Concentric Equity Partners and financed with debt provided by Comerica Bank. DLA Piper acted as legal counsel. As part of the deal, Fin‑Wall’s employees have been fully integrated into Collective Waste Solutions, and operations will be rebranded under the Collective name. The report also noted a related municipal consolidation in the sector.

City of Calgary adjusts pickup schedules and implements EPR changes
The City of Calgary will be adjusting recycling, organics and waste pick up in some areas as they add routes to accommodate a number of new communities. In a city press release, residents were asked to check whether their blue, green and black bin pick-up days are changing starting Tuesday, April 22. The city warned that a collection day may move from Wednesday to Thursday or may shift to the opposite week and encouraged residents to visit calgary.ca/cartschedule and sign up for reminders to avoid missed pickups.
The city named Natalia Gonzalez as Waste Diversion Specialist in Waste & Recycling Services and advised residents that information is also available through the My Garbage Day App. Starting next week organics pick up will return to weekly collection with spring yard clean up soon underway. Guidance on brown organics bags includes filling green bins first, placing brown organics bags a half metre away from other bins with tops rolled closed, and ensuring brown organics bags are light enough to lift with one hand.
Calgarians will start saving roughly $7 per month on their blue cart program charge as the city implements Extended Producer Responsibility rules. Councillors approved changes to Calgary’s waste bylaw to reduce the monthly blue cart charge. The monthly blue cart charge will be dropped from $9.34 and $9.52 in 2025 and 2025, respectively, to $2.17 each month. The changes will start April 1, 2025, to coincide with the Alberta Extended Producer Responsibility system. To start, the EPR changes will only apply to single-family homes in Calgary.
Under EPR, responsibility for managing certain recyclables and hazardous materials transfers from local governments (and taxpayers) to producers, like manufacturers and retailers. The city said a small monthly charge continues to be required because some parts of Calgary’s current service are not obligated to be funded by producers. The EPR system will be in place for three different types of products: packaging and paper products; hazardous materials and special products; and single-use and rechargeable household batteries. The EPR program is planned for implementation in multi-family properties by October 2026.
Ward 14 Coun. Peter Demong has been working on the EPR file for the better part of eight years and described the change as long awaited. The city expects to monitor implementation over the next year and a report on potential changes to the rate structure is expected in Q2 2026.
What this means for local operators and residents
The RapidWorks leadership and acquisition move signals more consolidated software offerings for field teams in heavy equipment and waste operations. The Collective Waste Solutions purchase signals continued consolidation in commercial waste management in Calgary with potential benefits in fleet refresh and service consistency. For residents, schedule shifts mean checking online resources to avoid missed pickups, and the blue cart fee reduction tied to EPR should lower monthly household costs for single-family homes starting April 1, 2025.
